I have previously researched this with all of the Google-fu I have and found it to be made by John Primble when he worked for the Belknap Hardware Store of Louisville, KY, where my family lives. From what I understand, John Primble owned the Belknap family money when an endeavor went south and came to Louisville, a shipping hub for the region due to the Ohio River, and worked for them to pay it of. My Grandfather worked at General Electric and was a volunteer Fire Fighter in the timeframe I found this knife to have been made.
