John, like Jan said, outside my area of expertise.However, since you asked in my discussion I did search for it on several militaria sites  I do research on. I am assuming this is an armband-- Based off of about 15 sites dealing in these things, there are zero matches--- Based on this, it is either fake or extremely rare--Don't know which, but that is is far as I will take it without further information.

Ya,I looked til I was blue in the face too. Told them ,.No thanks. Knowing my luck it was real!
