Old case tested

I recieved this from my uncle after he passed, can anyone tell me anything about it? From what i can find it looks like an early tested rough black knife.

I had a hard time seeing the knife since the pic was so big. But yes it looks to be a Case Tested 6269 small (3" closed) congress pattern in rough black.
