I live in California and looking for someplace that makes a good custom knife sheath. Any suggestions?.

I suggest J.W. Smith. He has made a few for me and they are great. I sent him the measurements and he made the sheaths that fit almost perfect.

I make custom leather sheaths. I don't do leather tooling/carving though.
