yes its not temper line, only laminated steel and iron

No tempering line, only means it was hand forged and the thing appearing as a tempering line is the core steel and the surrounding softer steel not surrounding it properly.

And being hand smithed, the lamination line becomes wavy. Inexperienced smith not stretching the lamination far enough.
