It is new.  I ordered it from Colonial.  It was $25.  It seems like a well made knife.  It is supposed to be to government specs.  That number below the picture is its government specification number.

John, it is a new knife.  I ordered it last month from Colonial.  It was made in 2013.  On picture no. 4 you can see the date stamp on the tang.  It is made to military specifications.  That NSN number is its military designation.
