Ah! Now I got it! Michael, I didn't realize that it was simply the handle of what once was an entire nail file. As a "nail file holder" it didn't register. My bad! This picture helped to make it all perfectly clear...

The metal nail files are replacable and probably came in a manicure set. Do an eBay search for "MOP nail file" for active & sold listings and you will find examples with the file attached. I thought about re-purposing the MOP for scale inlays.

Thanks for the additional pic, Michael. Now I'm more confused than ever about what that thing might be? Is the end opposite those prongs flat, like you might be able to stand it up on that end? Are there any markings on the bottom? 

What do you suspect it might be? It's a very cool looking piece, whatever it is. It's got to have some specific purpose. I just wonder what that purpose might be?!

Yeah, what is that one with what looks like abalone scales on it and what looks like a nail cleaner blade? I'd like to see some different pics of that one!
