According to H. Boker's 1906 catalog, this old sleeveboard is an electrician's knife, Swedish pattern. Handles are cocobolo.

This picture is out of a 1906 H. Boker catalog. It shows the knife as being a 6720 pattern.

They can call it whatever they like, though it looks like a whittler to me.
