ok here is my next best guess

Blade is modified, well done but modified.  Possibly it is modified as an awl?

an earlier version. The mechanism is right but the arm on the ebay one is shaped differently and has a small ruler. I think those are possibly just where the design evolved

Tool Kit

Ed,
I am not convinced this was a knife/axe set. I am thinking more along the lines of a changer/tool set but still looking.

If you can get your hands on a copy of knife world from August 2013 there is a great article about these kits

I believe this is an early handle and blade from a Knife/Axe set.  The shape of the blade is unusual and is factory sharpened on both sides.  Also the lever is much shorter than other models I have seen.  Any thoughts?
