Yup they are tuxedos.

When these knives were made, people wore handmade suits every day, often made by the Tailor down the street. Many people wore homemade clothing, especially after the depression. Many women sewed and repaired clothing. Having a little kniyul, tuxedos

I believe these are whats called a "tuxedo" pattern, not sure of the maker, I'll let AlecsKnives's hit on that.
