Nate- If it were me, I would ask this guy-http://www.swordsantiqueweapons.com/  Nice guy and quick to answer emails. He can help you identify and date your knife. He does appraisals for a fee, but you might ask a generalized value question before asking for an official appraisal. He also buys knives, so he might even make you an offer if he is interested.-- He is the largest seller of foreign and  exotic knives I know of.-- Just shoot him an email with some decent pictures. Last person I sent him to, he replied within a day.

Nate-- hang on, I'm in research mode-LOL-- I know that I have seen a similar knife but can't for the life of me remember where I saw it-- The  most distinctive factor is that upswept throat on the sheath in your other picture. Just can't remember the country of origin or where I encountered it.

That handle appears to be elephant Ivory. 

Something for scale would help too.
