Wenger SwissBuck knives were made during the 1990's as a collaboration between Buck and Wenger. However, Wenger manufactured this entire knife in Switzerland. The Buck influence is seen in the clip pointed main blade. Most Swiss Army knives have a spear pointed main blade. Wenger wanted to sell more of their knives in the North American market and this was a product of those efforts.
