I am still struggling a bit with getting the desired edge on my knives.  I am using a couple of Arkansas stones and while sharp my knives seem to fall just short of where I want them to be.  I attribute this to my not being able to maintain a consistent proper angle while sharpening.  I have read about some of the sharpening systems and I am tempted to buy one but when you read the comments on the internet each product claims to be the best.  Makes it hard to make the right choice.  How about you guys?  What do you use?  What do you recommend?  Should I just buy a cheap knife and practice on my stones until I am proficient?

I find the Edge Pro to be a great system for all skill levels, Dan. I would recommend it in a heartbeat.

I have hand-stoned knives for 50 years, ruined some and think I am pretty good now, but my son just bought an edgepro system(? details), and I must say I am impressed as hell with it. Seems to control angles pretty well and got tremendous sharp edges with no marking or damage to the blade - the main reason I quit Lansky and gatco

I've had good success with the Spyderco Sharpmaker system.  I even wrote a review of it on my blog.

I suggest getting a Norton India IB6 oil stone and AG. Russells honing oil. Then get a cheap carbon steel knife and try to take a thin slice off of the stone with the knife. Practice and more practice, don't give up.
