There are 2 knives that are homemade by my father in law in this collection. I think this is them, does it appear that I am correct?

Hard to say, they look very well made, could have been kit knives. What do the rest of the knives in the collection look like?

I've seen the top one (or one very similar to it) offered as a kit.

I agree- They are extremely well made and appear to be hand made- I doubt they are "kit made knives" because of some of the details-- Are there any stamps or markings on the knives -??- Initials or the like could identify the maker, or lack there of, might help identify it as being hand made , possibly by your father-in-law

Could be.  They are very obviously from the same source.  I don't know much about knife kits, but even if that was the case, these appear to have been assembled & finished quite well.

I know enough about kit knives to know that with the right degree of skill & attention to detail (& basic components), kit knives can be very impressive & professional looking, as these appear to be.  Not my aesthetic, but well executed all the same.

Immediately the top knife in the picture looked like a modified CVA kit knife from the early 1980s. Whatever the case, they're well done and look very impressive.
