On one side is "Edge Brand Solingen Germany" on the other is "420"

This knife is known as the Hitlerjudend Fahrtenmesser. The only difference is in the shield on the grip - the Fahrtenmesser's shield is rhomb, consisting four smaller rhombuses - two red and two white and a swastika in the middle, and has an inscription on the blade - "Blut und Ehre" ("Blood and honour").

These knives were made in the city of Solingen by many manufacturers, so each one has his own RZM-number (Reichszeugmeisterei) branded on the blade - M7/9 - Solinger Metallwaffenfabrik Stoecker & Co; M7/10 - J. A. Henckels , etc. See if yours has some branding on the blade, near the guard.

Was this style of knife not also used as scouting knives? I have seen this pattern a number of times without the Blood and Honour engraving or the swastika.

Yes. Actually Hitlerjugend was the German boy scout organisation.
