I prchase this 1850-1870 Pre Civil War  Knights Head Malitia NCO Sword from an antique dealer this week.  Should I restore this piece or leave it as is?  Looking for suggestions & comments.

The best is to leave it alone.  As you may know the patina gives it not only value but at the same time character. And if you have the paperwork to give it providence it will make it more of value. Just wipe it with a light oil and you will be good to go.
