Last night while going through my usual "which knife to carry tomorrow" routine I discovered mu Gerber Mini Para was next on deck. The steel feels different from my other pocket knives and seems to be harder to get a good edge. I have used ceramic rods, coffee cup, Arkansas soft stone and a fine/coarse grit lap stone.

Does anyone know anything about this steel?

Sources  that specify the blade steel type identify it as 7Cr17MoV .. fairly equivalent to 440A.

GREAT corrosion resistance !!! Not so great edge retention.

You might try opening up the angle when sharpening.

You also might try sharpening to a wire edge and then stropping with paper or the palm of your hand.  I've never use a coffee cup to sharpen, but I have used the bottom of china plates.

Zknives.com gives a good analysis of this steel.  They and other sites say its chinese 440a, but has no vanadium so the v is ???

Well two things.  This knife was most likely made in China.  The steel is high carbon but I suspect high iron and low carbon.  The Chinese tend to make the first few batches of knifes with some care and quality and then downgrade the quality after the customer relaxes their quality control.  I have  bought a $60 Gerber knife off of ebay for $1.50 pluse $11 shipping from Hong Kong and received a Gerber knife in a Gerber box.  You get what you pay for my friend.
