Larry , just to point you in the right general direction, it is a Navaja style knife-- Probably Italian, French, or Spanish. Spanish Navajas usually have a slenderer profile, tho i have seen similar blade etches on them. I assume that it is a working ring pull opening-- The pins are a vintage style which suggests age--From the pics, it appears to be a one piece handle-- If I had to bet money, I would bet on Italian-- There were areas of Italy that specialized in cow horn and one piece handles that translate to english as "tip of the horn" the only solid piece of the cow horn. Took expert craftsmen to do this--Very cool !!
