This is the Pattern 1885 Scabbard and frog.

This scabbard frog was adopted in 1885 as a solution to enable carrying the M1873 socket bayonet on the Mills Cartridge Belt. It was referred to in Ordnance Dept. reports as "frog with hook attachment type for Mills belt."
