It's actually from a post-apocolyptic computer game that uses a lot of 50's style culture as a backdrop for the setting(games strike me as probably not your thing, but there is actually a lot of commentary on politics, culture, and life in it). This avatar happens to be the picture that is shown when you are viewing the "charisma" statistic of your character, which I find hilarious.
